I know there are mods to fix this but then I cannot play multiplayer games which do not use any mods.

Give font size option for tooltips and event windows.

Higher scaling levels wouldn't hide things from menus so that when you play at 200% you could have vertical scroll bars for windows that do not fit screen? Like this mod does.
